If you're unable to upgrade EUI I'd recommend a factory reset and try again since unlocking generally wipes out the data partition. Heyyo, hmm super weird! Have you tried updating your EUI ROM in case it has some gremlins in it? I was able to unlock mine via developer options.
I can't also unlock the OEM with the fastboot commands at the bootloader : fastboot oem unlock-go / fastboot oem unlock / fastboot flashing unlock - with error "remote : OEM unlock not allowed" It seems like the switch has no effect on locking / unlocking OEM It seems open, but when I open fastboot and write fastboot oem device-info, it seems locked. I can't unlock OEM via the switch at the developer option. Requires to be able to acces external sd card. (Or you can try the method I used to update manually). Maybe try re-unlocking and flashing stock rom, kernel, system, and boot. I assume you're familiar with accessing and using fastboot if you've unlocked your bootloader.
I believe the option becomes disabled when you've unlocked the bootloader, as you'd have to use the relock command instead of the toggle to relock it.
